This is Taizhou in the Jiangsu province.

Approved by the State Council in 1996, it is a newly founded city directly under the jurisdiction of Jiangsu province. Taizhou administers four county-level cities——Jingjiang, Taixing, Jiangyan, Xinghua, and two districts——Hailing and Gaogang, which covers the total land area of 5,793 KM2 and has a population of 4.87 million.

Not sure if the moat corresponds to one of the county-level cities or districts.
