Rumor is that the four large "golf balls" sitting atop this building at the Naval Research Laboratory in Washington, DC are radar units covered by domes to conceal their orientation. They look like golf balls from the ground.

These Golf Balls are there to protect the scanners from weather as the scanners rotate they don't have an orientation.
