Military. Note the military aircraft in the compound to the northwest, just south of the west end of the airport. Also note that the compound with the shapes is surrounded by multiple fences with periodic guard stations.

This doesn't quite explain what the shapes are, though, or why it is in its own separate fence with guard towers. The circles tend to have three white spots within them, or an asterisk-type shape in the center. They could be some form of antennae.

I'm not sure it's military, though it might be. There are lots of things next to the airport. I think it might be water / gas because there are pipes that lead from the circles to the building.

I'd by that for the circles, but that doesn't explain the brooms.

Look like a place were jets would test their engine. The fan shape would be the are that the jet blast would cover. Just stay off the blacktop while the engines are at full blast and you would be alright. Just a thought.

I think the discolored area in question is vegetation rather than blacktop. The circles seem to have antennas associated with them and I imagine the broom-shaped objects do as well.
