Does anyone have any ideas what this is? There does not seem to be any buildings near by, and it does not seem to be a part of any other complex, attraction or hotel. It does appear that vehicles of some sort have traveled the paths.

A Cast member once (back in 2003 or so) told me that Disney was thinking about a new theme park, one devoted to the Disney Villains. The location is off of World Drive, in an un-utilizied section of the property. It would be a prime location for a new park and could have been an early examination of the area. The tracks are new-looking but the image is actually dated to around early 2007 (Saratoga Springs is still under last phase construction).
