I'm going out on a limb here but I'm guessing this airplane fuselage is used for special forces or police training. This compount is surrounded by a tall earthen perm. There is what looks like a driver training course to the NE. It looks like other similar facilities around the world. I haven't found one with an airplane fuselage though.
