Strange enclosed town

Is this a military or police simulation of a town? Or maybe a film set.

We've seen lots of other MOUT sites submitted but none so detailed. Usually the houses and streets are very fake looking. This even seems to have a facade facing in around the whole perimeter.

Should this even be public?

"Preparing for the PROVEN INEVITABLE: An Urban Operations Training Strategy for America’s Joint Force"

http://www.rand.org/pubs/monographs/2006/RAND_MG439.pdf

This document mentions a "platoon purpose-built" facility used by the Army in Lydd.

It also lists hundreds of MOUT and MOUT-like sites around the world.

A very interesting document.

The US military refers to these as MOUT but the Brits use the acronym FIBUA (Fighting In Built Up Areas). This site refers to the nearby town of Camber and the nearest road (Lyn Road) and mentions the MOD (Ministry of Defense) FIBUA site.
