Not sure at this point; I've only been down to this part of town once. My guess is that they're a quick way to keep the vans parked in particluar spaces, but that's pure speculation.

Hopefully I'll have a chance to grab some photos in the next few weeks.

The white star on blue circle in front of red/white stripes seems a lot like the USAF national insignia markings at least in design:
