These vehicles look like they could be SA-13 "Gopher" surface to air missile systems. The chassis appears to be an MT-LB, but given the picture quality I can only speculate. The shadow profiles show a raised structure in rear of the vehicle which could be the missile pedestal - likewise it could be some oddball modification with a AAA gun of some form.
