Welcome sign near Mejillones

An air-viewable road sign entering the small town of Mejillones, in Antofagasta, Chile. The sign reads:

"Welcome to the town of Mejillones.

Touristic, industrial and harbour city."

I spotted this one looking around a military base south of this sign.

Just north of it there is another sign which reads "Aillapan Biaggini 5". No idea as of what this is, though it is probably political propaganda for some election.
