This isn't the Will Rogers VORTAC. The Will Rogers VORTAC is located south of Will Rogers Airport.

He is correct about the VORTAC. This is the FAA Academy location for maintaining VORs. Notice the cars around it? VORTACs are automated. The only time they have cars there are when they are being maintained. This approach plate shows the Will Rogers VORTAC (IRW) is located between the river and the airport not west of the airport as your photo shows https://aeronav.faa.gov/d-tpp/2113/00301IL17L.PDF. The Will Rogers VORTAC is located at 35.358602, -97.609233. Below are the missed approach instructions for RWY 17L
and hold, continue climb-in-hold to 5000.
R-168 to JAVXE INT/IRW 11.6 DME
heading 180° and on IRW VORTAC
Notice is says to head 180 degrees which is south not 270 degrees which is west.
Also, this website https://www.globalair.com/airport/apt.navaids.aspx?aptcode=OKC shows the Will Rogers VORTAC is at 35-21-30.949N (35.359)

You should apologize to Mr. Anonymous and I actually think it may have been me that posted it was in the wrong position. I used to be an instructor at the facility you have shown and I have been a commercial pilot for 36 years where OKC is my base. That is why I know it's not the VORTAC.
