That's a Aviation Fire Training Simulator. You can find one on almost every US Air Force Base.

Actually you can find them at almost every major airport. It's not really an aircraft, but steel shaped to represent it. Those simulators are controlled by a remote which controls the amount of flame can be used, usually propane or natural gas is used.
