Webster (1782-1852) was a brilliant orator from New Hampshire, immortalized in Stephen Vincent Benet's short story "The Devil and Daniel Webster", in which Webster defends a man who has sold his soul to the devil. Elected to both the U.S. House and the U.S. Senate, he served in Congress a total of 23 years and served as secretary of state twice.

Engraved on one side of Webster's memorial is his statement: "Liberty and Union, Now and Forever, One and Inseparable."
The memorial was erected by a fellow native of New Hampshire, Stilson Hutchins, founder of the Washington Post.
