Rumor has it that this was a group of SpecOps trainees from a "friendly nation" on a training jump. Apparently someone said "GO" too soon and since two guys were already out the door, everybody went with them. Gotta keep together.

Note that their I.D. cards showed them as DOD employees, not soldiers or marines.
