Military airfield

Kuktong, Democratic People's Republic of Korea (KP)
Kuktong Airport is an airport in Hamgyong-bukto, North Korea. Looks like a lot of old beat up AN-2s around.

Could this be a primary flight training school?

Most probable. From what I know, AN-2 was considered to be the Soviet/Russian equivalent of the Cessna 170, so most likely it is a training center. Although, North Korea has over 100,000 special forces troops so it could have a secondary role as in incursion operations center, kind of far from DMZ but you never know.
