No idea. Maybe part of a playground. The lanes are way too small for cars (compare to real road across the hedges) and it isn't 'round' enough for go-carts. Recently built since the older GM images show this corner fully planed with large trees.

You can see a lot like that in schoolyards in Germany. It's just fake roads for children. Child's scooter and bike, to learn how to stop before the pedestrian crossing and how to give way to the vehicles on your right..
