The memorial was unveiled on Armistice Day (Nov. 11) in 1948 to honour Oak Bay's fallen in World War II, by Lieutenant Governor Charles Banks and dedicated by Archdeacon A de L. Nunns and the Reverend W.W. McPherson.

In 2004, four bronze plaques were installed on loose boulders at the base of the outcropping honouring those lost in WWI, Korea, United Nations Peace Keepers and the Canadian Merchant Navy.
