Mister terrorist, if you are looking for targets, find the blured zones.
Idea for the guy in charge to use the directional blur : Copy forest, fields or little villages and past them on the supposed sensible areas. It would be aesthetically nicer and will avoid to point the area. (I want copyrights for this idea if you'll use it)

Agree, blurring makes it suspicious, any kid with photshop can do a better job, fire the blurring director !
