As skyeye points out elsewhere there is a fascinating discussion of this site here:

This place is certainly part of Ft. Belvoir (US Army) which is home to the Defense Technical Information Center, the United States Army Intelligence and Security Command, and the Defense Threat Reduction Agency.

It is not part of Ft. Belvoir. It shows up on maps as a Coast Guard installation.
See the keyhole.com thead kjfitz posted for info and links.

It has the layout of a detention center. Features such as the walls in the interior courtyards with, the wide open space between the buildings and the double layered chain link fences, the posts in the corners by the fences all are consistent with a high security prison. That's just my take on it.

Detention centers and high-security operations buildings have many of the same features.

I've come across some comments in blogs that discuss the possibility this could be a high level SCIF:

US Federal Marshall's transient detention processing facility.

This place has a lot in common with the US Marshal's Service Facility here:
Comments from someone who spent time on the base says that this is a similar type facility.
