It is not in Tanzania.
I don't know if it is known as a shaped rock formation.
Other than pictures I haven't found a lot of info on the rock itself or the area it is in. From the air the area is very distinct from its surroundings but it isn't on maps of that nation's national parks.

Well, the country's name in which the Find-It is located has a the letter 'a' in it. 
And the whole country is below the equator, not just the location itself. So the second clue would rule out Kenya.
