talks about a new Sub Base on Hainan Island, can't find it.
There are several military ports on the southern end that are not in VG...

Here is the 'secret' entrance to the underground sub base in the article.
There is a sub docked just to the north at the end of a pier.
neotrix posted the base some time back

This and this have also been identified as a sub base but given the limited maneuvering space I'd guess they are used for small coastal defense boats like the old PT boats of WWII.

With the new imagery update, you can see 2 submarines alongside the docks.
And southern, you can see the marine tunnel entrance.
(Using the GoogleEarth history you can see the work in progress)
