Mystery trucks in the desert

Two strange, white, mystery trucks on a hilltop, in the middle of nowhere (the New Mexico desert). The truck on the right appears to have an aerial array or antenna extending from the top of it. Could it Government vehicles?
Really weird find, as there is absolutely NOTHING in this area of the New Mexico / Arizona desert. What are they doing there?

The other thing I'm thinking is that the whole area the trucks are on is a large field of mine tailings. The could be testing for toxic waste...

Natural feature of sand similar to smaller features just south. Remote TV Station trucks have same masts.

The GE image from 12/2013 shows a second set of trucks. The shadow is distinct and interesting. No idea what it is though.
