What's wrong with this sign (Hint - it's not the blur)

The sign shown in the thumbnail and a sign to the left are different by an apostrophe. According to Google historic Street View imagery, the sign on the right was changed after July, 2008 and before August 2012. Now, three to seven years later, it is being described as an embarrassing blunder.
