High Security Installation, but whatizzit?

It's near, but not in Fort Belvoir. In fact it appears to have a microwave link to the satellite installation there. http://virtualglobetrotting.com/map/4933/

Lots of directional radio recieving antennas out towards the road too.

It is on a gated facility though. Follow the road leading into the compound. It goes to a guard gate.

I'm guessing it is part of the DTRA (Defense Threat Reduction Agency.)

They are listed as having a facility along the road at 6810 Telegraph and another new facility on Ft Belvoir. The 6810 address is close enough that this could be it.

They also list another facility as "in Alexandria, VA."

The emblem on the front gate could be the same emblem for the DTRA but I can't quite make it out.

Found it. Coast Guard Telecommunications and Information Systems Command (TISCOM) facility

"The Navigation Center (NAVCEN) is the United States Coast Guard's Navigation Center of Excellence. NAVCEN is located in Alexandria, VA, south of the Washington Beltway, on the grounds of the Coast Guard Telecommunications and Information Systems Command (TISCOM) facility.

Aha! Thanks Fitz!

I knew it wasn't DTRA or the half dozen other agencies that use 6810 as an address.
