Pointless Footbridge ?

Maybe once there was a railway station but now there isn't. However, the footbridge remains but seems completely pointless considering there is now a road linking both ends of the bridge. The only use of the bridge is if a train is coming and the road is closed by the barriers. However, for the short time the barriers are down, it is worth waiting rather than crossing the footbridge as by the time you've climbed the steps at one end and descended those at the other, it is highly likely the train will have been and gone.

It is to allow foot traffic while there are trains on the track.

As I've said, it'll likely be no quicker than waiting for the train to pass and then crossing at road level. There doesn't appear to be any reason for a train to stop there either.

If you look down the track, there is a large switching yard. Long fraight trains can often occupy a crossing for 5 minutes.
