I can't even come up with a speculation. It has been visited recently as there are tracks in the NE corner that will be wiped out by shifting sand. There's the box shaped lines around it. It looks like there was need for a level area and the sand was scooped out at one end and mounded at the other to form a straight section exactly 100 meters long.
If you look it up side down, with a "natural light" from the top, all the shape is inverted and it looks more comprehensive.
(I've posted a more natural thumb)
The world's largest sundial? The wreck of a needle shaped alien spacecraft being uncovered in the desert? An enormous geoglyphic art piece meant to confuse and astound VGT users?
I don't know what the heck it is but I see the whole area it's a desert but it's not abandoned.
There are trails and buildings south, southwest from there, and some area looks censored with a white layer: http://maps.google.com/maps?hl=en&q=Algeria&ie=UTF8&z=18&ll=31.007628,7.966976&spn=0.002087,0.005407&t=k&om=1
More: if you look at the Google map I've indicated in my previous post you can see, left of the white censored square, a number of "things" looking like the one in this map. Too bad I don't know yet what is that!
Are you sure? That square looks more pixellate than the rest of the area...

My guess is that it is the beginning of an archelogical dig. The rectangle is to define the percieved borders of the site, and the mound is an attempt to remove the layers of sand above, perhaps, the entrace to a tomb. Possibly?
