You're right, it's probably false smoke for exercise. They need a little more smoke to conceal something. I've seen an black smoke close to this area (I've lost the location).
Have you noticed how the city of Grozny is totally destroyed ? A lot of civilian building are demolished. This view can help you to understand how the Chechnya war is violent for Chechens.
