This layout is very similar to simulators the military sets up to train forces to practice assaults on a known target. In this case it looks like the entrace to a facility of some sort.

It might be for training, but it is Redstone. It could be that they are building a test-stand for some project that need isolation for safty and security... It doesn't seem to be a training area. I speculate R&D.
