These are steel storage tanks, apparently empty and rotting, rusting, and collecting rainwater (causing weird circular shapes).

And this is almost certainly the former http://www.bismarcktribune.com/ec/articles/coverstory.html>BNSF Refueling Station which spilled millions of gallons of diesel fuel over the Mandan area in , leading to a $30 million settlement anc cleanup effort, and causing the city of Mandan to http://www.spokane7.com/lifestyle/story.asp?ID=66887>relocate its downtown.

Either that, or its a Tesoro oil refinery, which is also in Mandan. Considering its state, and its location to the train tracks, I'm guessing its the BNSF facility.
