Judging by the oil rigs in the area, I think you are seeing an oil pond with a controlled burn-off of natural gas at its center.

My guess would be a pipe and a big CNG/NGV control valve.

It may be a mud volcano, an eruption of mud and liquids sometimes accompanied by a natural gas flare. There are about 30 of them in western Turkmenistan.
