Congleton Town Council which was established in 1980 only transferred some office into the building in early 2007 and it was not until mid-2007 that the freehold of the building was transferred to the Council.

The Congleton Town Hall was opened on the High Street in the centre of the town in 1866. It is a two-storey stone building which was built to the design of E. W. Goodwin in the Gothic style.

The town hall has a central arcaded ground floor below a tower with mock-battlements and above a clock there is a pyramidal roof.
