An Allegheny County, PA Sheriff pulls over a car on Watt Street. I don't know if it's an offense involving speeding this time because of the size of the side street, so probably an offense like expired registration, I guess?

Refer to the date above, this was during the time Pennsylvania still issued registration stickers, so it was still plausible to pull someone over for a sticker saying something like "7-15" or the like. Now, registration information is electronic because PA, like NJ and CT, no longer issue registration stickers.
