An imposing monument for Valerian Vladimirovich Kuibyshev was Chairman of GOSPLAN (the State Planning Commission of the USSR) in the early 1930’s. It during this time that construction of the Termez-Dushanbe commenced in the face of strong opposition from some of Tajikistan’s neighbouring Soviet Republics.

Valerian Vladimirovich Kuybyshev (6 June 1888 – 25 January 1935)

He was born in the Siberian city of Omsk and after studying at the Siberian Military Cade School briefly joined the Russian Imperial Army. His military career was cut short however by his growing political militancy and his activities as a Bolshevik.

It was as a Bolshevik that he came to the fore first as a Red Army officer and later as a prominent Soviet politician.
