I'm not positive on who this is supposed to depict (if anyone), but it shows the uniform worn by the team from 1990 until the team moved to Phoenix in 1996.

UPDATE - this depicts local musician Burton Cummings (of Guess Who fame), who was a celebrity face of the team.
