Looks like it doesn't get much traffic, the enterence is surounded by what looks like a shanty town of some type...

When I lived in Tananarive the monument was open only one time a year on November 11th for commemorative ceremonies. Access was blocked off at a set of gates at the beginning of the causeway running out to the monument.
