There are so many parts of this little patch that match up, I'm wondering if the partial runway is new?

At first I thought it was a ghost shift. But you are right about the details that match up. I'm guessing the showing runways on the right were built after the area on the left was photographed.

If you zoom out to lo res you can see that the river is exactly where it should be and you can see the bend in the river where the runway projects. I agree with Gosell, this is a mix of two different shots taken a few years apart. Cool!
