RDW's Test Centre Lelystad (TCL) started work in 1980, using a two-lane concave track. In 1986 offices were added, and a central test hall in which vehicles could be prepared on the spot for testing. Between 1989 and 1993 TCL was further enlarged to include an ABS track, an aquaplaning track, a noise measuring plane and a parking-brake slope. The concave track was given a new asphalt top and broadened to three lanes. The gradient of the curves was steepened to 60%, enabling the speeds required by legislation and the market.

To meet the increasing demand for testing at this independent facility, more office accommodation was added. On top of the office complex a traffic control tower was built, from which all activity on the test track is surveyed and co-ordinated. Separate, lockable offices are available to our clients.

TCL has built separate, up-to-date workshops to meet the requirements of vehicle manufacturers who need privacy to do their research and development and prepare their products for testing.

The Test Centre's recent additions are a heated noise measuring plane, a stability measuring plane and a dynamic plane. A number of facilities for driving proficiency training were realised in 2004. All these additional facilities are located in the central area. This brings TCL fully in line with requirements and wishes from the market, a position which it intends to maintain in the future.
