If you look around, it becomes apparent that this view is not the marathon in progress. The people visible are probably officials or fans heading for the grandstands. Maybe what you saw was the marathon runners.
I found this site (http://www.daniel-libeskind.com/projects/pro.html?ID=48) which indicates a major renovation is going on. I just assumed they moved all the hardware elsewhere, and that's why I used GM instead of BEV. There are a few planes and a helo at the NE corner in the BEV vew.
Or stitching error. If you zoom out far enough you can see 3 piers. then as you zoom in again, the north and central piers disappear. Leaving only the south pier complete in GM.
