Wow. I'm skeptical of all of the weird photo theories, and can usually easily explain them. This one is odd. It is either a child's reflection from the car passing by, or there is a child in the car not visible in the next frame. Or an optical illusion. It's not a ghost.

Oh something else I just thought of, It is most likely a cardboard cut out of a child. It wouldn't be visible from any other angle. Solved! Sorry to the believers.
