Can't find anything about the event, but it leads to the Presidential Hall, so presumably this is presumably Egypt's president, Abdel Fattah el-Sisi, arriving in Cairo. Presumably related to the fact that Egypt opened it's airports to visitors on July 1, following their shutdowns due to COVID-19 in March.
