They're stirring up the sand too much to be shrimp boats.

Clam boats on the other hand, actually blow air under the sand to stir up the clams. Clam boats haul rakes much like scallop draggers do to gather up the clams.

this is very near Port Arthur, TX, where Hurricane Rita is currently heading straight toward.
