For you to know, similar obelisks are attributes of almost every village and settlement in DPR Korea. They are nothing more than a simple slogan - "work better", "learn better" etc. I think this is one of them. We don't have such things in Europe, or US, because we live just for our pleasure, isn't it? So, I should like to see Europeans and Americans searching for such obelisks in DPRK, rather than for nuclear missile sites, military aerodromes, dams and other targets of possible war.
