What appears to be the tail section of an aircraft can be seen at this encampment that all but disappears in views of two of the compass points. The large van to the left of the partially assembled quonset hut seems peculiar as well.

I suspect it's not disappearing, but appearing. In other words, being built.

Nearby maps show lots of military R&D sites.

That does not look like any military or contract site to me, it clearly someone living there in a bunch of sketchy trailers and other make-shift structures.
