I agree with Anonymous, I think it looks very much like missile being serviced. There a lot of stuff going on at that location, look at the Google Map. Several dry docks and other operations that are clearly not involved in demolition. But also, it's a Trident sub, and I don't think any (if at all) have been recently decommissioned.
The Live picture was taken during the Rose Festival, where there is a nice parade with floats covered with flowers, and a "fun park" on the waterfront. They line Waterfront Park with amusement rides, and the mass of people grind the beautiful lawn into mud. It takes exactly one year for the lawn to recover. Then they do it again.
What I don't understand about "censoring" like this is what they hope to achieve? I can still tell where the roads are, where the guard shack is, how many cars are in the parking lot... What does the blurring accomplish? A false sense of security?
