These are the coordinates posted online for RTZ, one of 3 Russian time stations. The odd pattern in the middle of the Siberian wasteland suggests there is much more going on here. Also, the 50kHz transmission doesn't require a large "mast field" installation (like VLF), so this land can't all be transmitter.

GE imagery shows a number of arrays here; aside from two isolated masts, there are what look like three linear aerials of 2.5 mi, 1 mi, and a slightly curved .5 mi aerial, the latter supported by powerline-style towers. I'd guess there's a lot more here than just a time station.
