I guess this could just be a mosque. The mound itself is very similar to the mounds built near the US Patriot missile batteries in Iraq.
There is a second mound and dome about 1500 feet straight south.
The mound looks like it has bunker type entrances on the SE side.

Yeah, most likely an early warning radar, possibly also an air traffic control setup.
