From www.acsyellowpages.com:

When you enter the circle there is a plaque celebrating 25 years of Alaska Statehood. The milepost welcomes visitors to Alaska's Golden Heart City and proclaims it the official end of the Alaska Highway. The distance between Fairbanks and cities around the world are listed. When possible distances are in "road miles"; others are in "air miles." Beyond the milepost is a small monument presented by the American & Canadian Societies of Civil Engineers proclaiming the end of the Alaskan Highway, an International Historic Civil Engineering Landmark.
