Captain James Jack was a colonial tavern owner in Charlottetowne. He was known for risking his life by taking the Charlottetowne and Mecklenburg County decleration of independence documents all the way to Philadelphia. The documents were read into record before Paul Revere's famous ride.

The statue, known as The Spirit of Mecklenburg statue was dedicated in 2010 and was created by Chas Fagan.
