Another prison? The circular building near the parking area could be the visitor center. The rest of the compound looks quite secure and prison like.

This is almost certainly "CENTRO PENITENCIARIO DE SEGOVIA", aka Segovia Prison, outside the hamlet of Torredondo. See http://www.mir.es/instpeni/sggestion/sgg_casleon.htm#segovia>more info link. The picture there appears to be from outside the circular entry building, towards the center yard guard tower. Apparently that is http://community.webshots.com/photo/209629370/209634911qcvALm>Segovia Cathedral in the background, about 2.5 mi away in the http://maps.google.com/maps?ll=40.950206,-4.124175&spn=0.005112,0.006238&t=k&hl=en>Plaza Mayor of Segovia.
