Illinois Youth Center-Rushville

100% completely empty parking lot. Not being used?? Possibly never even opened?? According to a 2002 Illinois Department of Corrections news release, this facility was to be a "348 bed maximum security juvenile facility that costs $48 million to construct. It is the first new maximum security juvenile facility to be built since 1959" . . . but in an April '03 document, it says -- "Illinois Youth Center-Rushville will not open next year."
