The Punta del Hidalgo Lighthouse looks like Isengard to me.

The Punta del Hidalgo Lighthouse with its unique design was constructed in 1992 and became operational in 1994. The tower reaches a height of 50 metres (160 ft) and its light has a range of 16 nautical miles (30 km; 18 mi).
